ABOUT THE PROGRAM

What Is the Victorian Energy Upgrades Program?

Victorian Energy Upgrades, commonly called VEU, is a Victorian Government energy-efficiency program for households and businesses.

The program supports eligible upgrades from older, less-efficient appliances to approved energy-efficient products such as heat pump hot water systems.

When an eligible upgrade is completed through the program, an accredited provider may create Victorian Energy Efficiency Certificates, also known as VEECs.

The value connected with those certificates can help fund the discount applied to an eligible customer’s quotation.

i

Customers generally receive the benefit as a reduction in the quoted price rather than receiving certificates or a separate cash payment themselves.

THE UPGRADE PROCESS

How the VEU Heat Pump Discount Works

The product, existing hot water system and installation details are reviewed before the final discount is confirmed.

01

Review Your Existing System

Confirm whether your current hot water system is gas, electric, solar, instantaneous or another system type.

02

Select an Eligible Heat Pump

Choose an approved heat pump model that is suitable for your property and household hot water requirements.

03

Confirm the Available Discount

The provider reviews the product, replacement type and installation details before confirming the benefit.

04

Complete the Installation

The approved system is professionally installed and the required program evidence and paperwork are completed.

GENERAL ELIGIBILITY

What May Affect Your VEU Discount?

Each upgrade must be assessed individually. Common factors that may affect eligibility and discount value include:

  • The type and condition of the existing hot water system.
  • Whether the selected heat pump model is currently approved.
  • The location and type of property where the system will be installed.
  • Whether the installation meets current program and technical requirements.
  • Whether the required customer declarations, photographs and installation evidence are provided.
  • The certificate value and program conditions applicable at the time of installation.

COMMON QUESTIONS

Victorian Energy Upgrades FAQs

What is a VEEC?

A VEEC is a Victorian Energy Efficiency Certificate. Accredited providers may create certificates when eligible energy-efficiency upgrades are completed according to program requirements.

Will I receive VEEC certificates myself?

Customers generally receive the benefit as a discount included in the eligible quotation. The accredited provider manages the certificate process and required program documentation.

Does every heat pump qualify?

No. The exact heat pump model must satisfy current product, warranty and program requirements. Eligibility should be confirmed before purchase and installation.

Why does the available discount vary?

Discount values can be affected by the existing system being replaced, the new heat pump model, installation conditions and the applicable certificate value.

Can VEU be combined with other incentives?

More than one incentive may apply to an eligible installation. However, STCs, VEU discounts and Solar Victoria rebates are separate programs and each has its own requirements.

Who organises the VEU discount?

The upgrade must be completed through an eligible arrangement involving an accredited provider. The provider confirms the discount, product eligibility and required evidence.
